Michael Jesperson and Congressman Don Young discuss the role of the 3 branches of Government, who decides how money is spent after Congress appropriates money to the various departments, Covid-19 relief, campaigning, and how Congressional Gridlock got worse after Congress stopped creating "ear marks" with the budgets. "Ear Marks" is just a bad term for Congress telling the Executive Branch and it's bureaucrats exactly how Congress wants the money spent. When Congress does this the Members must work together more AND it prevents Administrations from moving money to project the Congress did not want funded.
